The recognition that every human person and all peoples are entitled to a development process in which all human rights can be realized fully is at the core of the human rights-based approach to development.
ويشكل الاعتراف بأن لكل إنسان ولجميع الشعوب الحق في عملية تنمية يمكن فيها إعمال جميع حقوق الإنسان إعمالاً تاماً المحور الرئيسي للنهج القائم على حقوق الإنسان إزاء التنمية.

(c) The right of every human person and all peoples to development;

Reaffirms the importance of the right to development for every human person and all peoples in all countries, in particular the developing countries, as an integral part of their fundamental human rights, as well as the potential contribution its realization could make to the full enjoyment of human rights and fundamental freedoms;
1- تؤكد من جديد أهمية الحق في التنمية كجزء لا يتجزأ من حقوق الإنسان الأساسية بالنسبة لكل إنسان ولكل الشعوب في جميع البلدان، وعلى وجه الخصوص البلدان النامية، وما يمكن أن يؤدي إليه إعمال الحق في التنمية من مساهمة في كفالة التمتع الكامل بحقوق الإنسان والحريات الأساسية؛

Every human person and all peoples were entitled to a development process in which all human rights could be fully realized.
ويحق لكل إنسان وللشعوب كافة الاستفادة من عملية إنمائية تُعمل فيها جميع الحقوق إعمالاً تاماً.

Furthermore, the Declaration proclaims that the right to development is an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural and political development, through which all human rights and fundamental freedoms can be fully realized.

1- يحق لكل إنسان ولجميع الشعوب المشاركة والإسهام في تحقيق تنمية اقتصادية واجتماعية وثقافية وسياسية والتمتع بهذه التنمية التي يمكن فيها إعمال جميع حقوق الإنسان والحريات الأساسية إعمالاً تاماً.

Furthermore, the Declaration proclaims that the right to development is an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to and enjoy economic, social, cultural and political development, through which all human rights and fundamental freedoms can be fully realized.

ويقول الإعلان: " الحق في التنمية حق من حقوق الإنسان غير قابل للتصرف وبموجبه يحق لكل إنسان ولجميع الشعوب المشاركة والإسهام في تحقيق تنمية اقتصادية واجتماعية وثقافية وسياسية والتمتع بهذه التنمية التي يمكن فيها إعمال جميع حقوق الإنسان والحريات الأساسية إعمالا تاما " .

47. The nature of the process of development to which every human person and all peoples are entitled as the right to development has been identified in the Declaration as one in which all human rights and fundamental freedoms can be fully realized.
47- حدد الإعلان طبيعة عملية التنمية التي يحق لكل إنسان ولجميع الشعوب التمتع بها بوصفها الحق في التنمية كحق يمكن فيه إعمال جميع حقوق الإنسان والحريات الأساسية إعمالاً تاماً، وهو يتمركز بشكل أساسي حول مفهوم الإنصاف والعدالة.

In article 1, paragraph 1 of the Declaration, it is stated: " The right to development is an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural and political development, in which all human rights and fundamental freedoms can be fully realized. "
ويرد في الفقرة 1 من المادة 1 من الإعلان ما نصه " الحق في التنمية حق من حقوق الإنسان غير قابل للتصرف وبموجبه يحق لكل إنسان ولجميع الشعوب المشاركة والاسهام في تحقيق تنمية اقتصادية واجتماعية وثقافية وسياسية والتمتع بهذه التنمية التي يمكن فيها إعمال جميع حقوق الإنسان والحريات الأساسية إعمالاً تاماً " .

The Declaration on the Right to Development recognizes the right of " every human person and all peoples " to participate in economic, social, cultural and political development and requires States to take concrete measures to ensure their active and meaningful participation at all levels of the decision-making process.
ويعترف إعلان الحق في التنمية بأنه " يحق لكل إنسان ولجميع الشعوب المشاركة في تحقيق تنمية اقتصادية واجتماعية وثقافية وسياسية ويتطلب من الدول أن تتخذ تدابير ملموسة لضمان مشاركتهم النشطة والهادفة على جميع مستويات عملية صنع القرار.

3. Article 1 of the Declaration states that the right to development is an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural and political development, in which all human rights and fundamental freedoms can be fully realized.
٣- وتنص المادة ١ من اﻹعلان على أن الحق في التنمية حق من حقوق الانسان غير قابل للتصرف وبموجبه يحق لكل إنسان ولجميع الشعوب المشاركة واﻹسهام في تحقيق تنمية اقتصادية واجتماعية وثقافية وسياسية والتمتع بهذه التنمية التي يمكن فيها إعمال جميع حقوق الانسان والحريات اﻷساسية إعمالا تاما.

It is also contrary to article 1 of the Declaration on the Right to Development, which implies " an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural and political development " , including the full realization of the right of peoples to self-determination.

In its article 1, the right to development is defined as " an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural and political development in which all human rights and fundamental freedoms can be fully recognized " .

١- تؤكد من جديد أهمية الحق في التنمية كجزء لا يتجزأ من حقوق اﻹنسان اﻷساسية بالنسبة لكل إنسان ولكل الشعوب في جميع البلدان، وعلى وجه الخصوص البلدان النامية، وما يمكن أن يؤدي إليه إعمال الحق في التنمية من مساهمة في كفالة التمتع الكامل بحقوق اﻹنسان والحريات اﻷساسية؛

Further reaffirms that the right to development is an inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to and enjoy economic, social, cultural and political development in which all human rights and fundamental freedoms can be fully realized;
4- تؤكد من جديد كذلك أن الحق في التنمية هو حق من حقوق الإنسان غير قابل للتصرف يحق بموجبه لكل إنسان وللشعوب كافة المشاركة والمساهمة في التطورات الاقتصادية والاجتماعية والثقافية والسياسية والتمتع بفوائد هذه التطورات التي يمكن في ظلها إعمال جميع حقوق الإنسان والحريات الأساسية إعمالاً تاماً؛
