In December 1993, as a follow-up to the work of the UNTAC Human Rights Component on human rights education in the provinces, one of the priorities which had been established in the Centre's programme of human rights activities in Cambodia was the strengthening of human rights activities at the local and provincial levels.

Within this framework, the Office and the ad hoc Group on the Right to Development are developing a training module on human rights for country teams implementing a CCA/UNDAF which should be ready by November 1999, together with good practice case studies of human rights activities at the country level, in order to provide practical guidance to country teams.

169. To carry out its mandates to stimulate human rights activities at the local level, promote civil society and provide support to bona fide NGOs, the Cambodia office provided grants amounting to $300,000 to the provincial and subprovincial offices of the major Cambodian human rights NGOs.
