With a scarcity of resources, the task of the United Nations funds, programmes and agencies in furnishing the much-needed humanitarian and technical assistance to the Palestinian people in their reconstruction and development efforts is difficult enough.
ومع ندرة الموارد، تصبح مهمة صناديق اﻷمم المتحدة وبرامجها ووكالاتها في تزويد الشعب الفلسطيني بالمساعدة اﻹنسانية والتقنية البالغة اﻹلحاح، في غضون ما يبذله من جهود للتعمير والتنمية، صعبة حقا.

We believe that the United Nations and its specialized agencies, especially the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), the United Nations Development Programme (UNDP) and the United Nations Children's Fund (UNICEF), have great experience in a variety of humanitarian and technical programmes in the occupied territories.
ونعتقد أن اﻷمم المتحدة ووكالاتها المتخصصة، لا سيما وكالة اﻷمم المتحدة ﻹغاثة وتشغيل اللاجئين الفلسطينيين في الشرق اﻷدنى، وبرنامج اﻷمم المتحدة اﻹنمائي، وصندوق اﻷمم المتحدة للطفولة، تمتلك خبرة واسعة في عدد من البرامج اﻹنسانية والتقنية في اﻷراضي المحتلة.

As stated in my previous report, total humanitarian and technical assistance and financial commitments by multilateral and bilateral donors and creditors for the period October 1994 to the year 2000 identified by end-August 1995 reached US$ 1.7 billion.
وكما جاء في تقريري السابق، بلغ مجموع التزامات المساعدة اﻹنسانية والتقنية التي قطعها على أنفسهم المانحون المتعددو اﻷطراف والثنائيون والدائنون للفترة من تشرين اﻷول/أكتوبر ١٩٩٤ الى سنة ٢٠٠٠ حسبما تبين في نهاية آب/أغسطس ١٩٩٥ ١,٧ بليون من دولارات الولايات المتحدة.

We believe that our Organization and its specialized bodies, first and foremost UNRWA, UNDP and UNICEF, have extensive experience in carrying out various types of humanitarian and technical programmes in the occupied territories, and that their potential could be extremely useful during the process of the implementation of the Declaration of Principles.
ونعتقد أن منظمتنا وهيئاتها المتخصصة، وفي مقدمتها وكالة اﻷمم المتحدة ﻹغاثة وتشغيل اللاجئين الفلسطينيين في الشرق اﻷدنى وبرنامج اﻷمم المتحدة اﻹنمائي ومنظمة اﻷمم المتحدة للطفولة، لديها خبرة واسعة في تنفيذ مختلف أنواع البرامج اﻹنسانية والتقنية في اﻷراضي المحتلة، وأن إمكانياتها قد تكون مفيدة للغاية أثناء عملية تنفيذ إعلان المبادئ.

The heads of these five States are counting on the United Nations and the Conference on Security and Cooperation in Europe to support their efforts and to send United Nations observers to the Tajik-Afghan frontier and provide humanitarian and technical assistance.

والواقع أن المساعدة الدولية اﻹنسانية والتقنية المطلوبة بشكل ملح للشعب الفلسطيني تعترضها عراقيل أيضا من جراء مسلك عدم التعاون الواضح من السلطات اﻹسرائيلية التي تواصل فرضها على سكان فلسطين اليوم نفس الشكليات البيروقراطية التقييدية التي وضعتها للتعامل مع الناس الذين كانوا يعيشون في ظل احتلالها العسكري في السنوات السابقة.
