Mr. Id Balkassm and Ms. Hasteh were of the view that the impact of climate change mitigation measures on indigenous peoples and on their land, territories and resources highlights the extent to which climate change threatens indigenous peoples, particularly since the participation of indigenous peoples in climate change law and policies remains deficient.
وقد كان رأي السيد عيد بلقاسم والســيدة هاستيه هو أن تأثـير التــــدابير الرامية إلى التخفيف من آثار تغير المناخ على السكان الأصليين وعلى أرضهم ومناطقهم ومواردهم، يبرز مدى ما يشكله تغير المناخ من تهديد للشعوب الأصلية، وبخاصة لأن مشاركة الشعوب الأصلية في وضع القوانين والسياسات المتعلقة بتغير المناخ لا تزال ناقصة.

At its seventh session, the Permanent Forum decided to appoint, without financial implications, Hassan Id Balkassm and Paimaneh Hasteh, members of the Permanent Forum, as Special Rapporteurs to undertake a study to determine whether climate change policies and projects adhered to the standards in the United Nations Declaration on the Rights of Indigenous Peoples.
وقرر المنتدى الدائم في دورته السابعة أن يعين، دون أن تترتب على ذلك أي آثار مالية، حسن عيد بلقاسم وبايمانه هاسته، عضوي المنتدى الدائم، مقررَين خاصَين() لإجراء دراسة من أجل تحديد مدى تقيد السياسات والمشاريع المتعلقة بتغير المناخ بالمعايير المنصوص عليها في إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية().

The expert group meeting, which was held at United Nations Headquarters from 8 to 10 January 2008, was attended by the following Forum members: Victoria Tauli-Corpuz, Hassan Id Balkassm, Carlos Mamani Condori, Paimaneh Hasteh and Tonya Gonella Frichner, as well as seven indigenous experts, and observers for United Nations organizations, States, non-governmental organizations and indigenous peoples' organizations.
