if such act consists in the alienation of the ownership of any real right over immovable property or the granting of any general or special hypothecation, this is also to be registered in the name of the absent or incapable spouse as if such spouse were a party to the deed of alienation or hypothecation.

:: To prosecute any Rwandan citizen who, while outside Rwanda territory is found guilty of an act proven as an offence under the Rwandan law, and if such act is punishable by the laws of the country where the offence has been committed (article 10 of the penal code).
