٨ - تطلب برنامج اﻷمم المتحدة للمراقبة الدولية للمخدرات أن يحلل في تقريره عن الاتجار غير المشروع بالمخدرات الاتجاهات العالمية في الاتجار والمرور العابر غير المشروع بالمخدرات والمؤثرات العقلية، بما في ذلك اﻷساليب والطرق المستخدمة، وأن يوصي بطرائق ووسائل لتحسين قدرة الدول التي تمر بها تلك الطرق على معالجة جميع جوانب مشكلة المخدرات؛
