12. The Committee recommends that the State party adopt a prohibition on discrimination against women in line with articles 1 and 2 (b) of the Convention, including sanctions, in relevant national legislation.

18. The Committee regrets the absence of universal jurisdiction in domestic legislation for acts of torture, as well as the fact that certain provisions of the draft Criminal Code are not in line with articles 5 to 9 of the Convention.

The Committee urges the State party to adopt amendments to the Constitution without delay that would repeal articles 82 (4 (b) and (c)) and 90 of the Constitution, as well as other discriminatory provisions, in order to guarantee equal rights of women and men in line with articles 2 (a) and 9 of the Convention.

23. In its 2002 concluding comments, the Committee expressed concern at the very low age of marriage for some communities and urged the State party to review the law on marriage in line with articles 15 and 16 of the Convention.

The Committee, while noting that the general principles of equality and nondiscrimination are guaranteed in article 22 of the Constitution and contained in domestic legislation, remains concerned about the absence of a specific prohibition of discrimination against women in all areas of life in its national legislation, in line with articles 1 and 2 of the Convention.

The term " children " refers to all persons under the age of 18 within the jurisdiction of a State party, without discrimination of any kind, in line with articles 1 and 2 of the Convention.
