Any reference in this Agreement to " Governments " shall be construed as including the European Community and any other intergovernmental organization having responsibilities in respect of the negotiation, conclusion and application of international agreements, in particular commodity agreements.

Accordingly, any reference in this Agreement to signature, ratification, acceptance or approval, to notification of provisional application or to accession shall, in the case of such intergovernmental organizations, be construed as including a reference to signature, ratification, acceptance or approval, to notification of provisional application or to accession by such intergovernmental organizations.

Any reference in this Agreement to a " Government " or " Governments " shall be construed as including a reference to the European Community and to any intergovernmental organization having responsibilities in respect of the negotiation, conclusion and application of international agreements, in particular commodity agreements.
١- تفسر أي إشارة في هذا الاتفاق إلى " الحكومة " أو " الحكومات " بأنها تتضمن اشارة إلى الجماعة اﻷوروبية وإلى أي منظمة حكومية دولية ذات مسؤوليات فيما يتعلق بالتفاوض على اتفاقات دولية وابرامها وتطبيقها، ولا سيما الاتفاقات السلعية.

1- تفسر أي إشارة في هذا الاتفاق إلى " الحكومة " أو " الحكومات " بأنها تشمل الاتحاد الأوروبي وأي منظمة حكومية دولية ذات مسؤوليات على صعيد التفاوض على الاتفاقات الدولية وعقدها وتطبيقها، ولا سيما الاتفاقات السلعية.

2- كل إشارة في هذا الاتفاق إلى " حكومة " أو إلى " الحكومات " تنسحب أيضا على الجماعة الأوروبية وعلى أية منظمة حكومية دولية أخرى تتحمل مسؤوليات في مجال التفاوض بشأن الاتفاقات الدولية، وخاصة الاتفاقات السلعية، وإبرامها وتطبيقها.

2- أي إشارة في هذا الاتفاق إلى " حكومة " أو إلى " الحكومات " تشمل أيضا الجماعة الأوروبية وأي منظمة حكومية دولية تتحمل مسؤوليات في مجال التفاوض بشأن الاتفاقات الدولية، وبصفة خاصة الاتفاقات السلعية، وإبرامها وتطبيقها.

5. Any reference in this Agreement to " a Government " or " Governments " shall be construed as including the European Union and any intergovernmental organization having comparable responsibilities in respect of the negotiation, conclusion and implementation of international agreements, in particular commodity agreements.
5- تُفسَّر أي إشارة في هذا الاتفاق إلى " حكومة " أو " حكومات " بأنها تشمل الاتحاد الأوروبي وأي منظمة حكومية دولية لها مسؤوليات مشابهة في التفاوض على الاتفاقات الدولية وعقدها وتنفيذها، لا سيما الاتفاقات المتعلقة بالسلع الأساسية.

Accordingly, any reference in this Agreement to signature, ratification, acceptance or approval, or to notification of provisional application, or to accession shall, in the case of such intergovernmental organizations, be construed as including a reference to signature, ratification, acceptance or approval, or to notification of provisional application, or to accession, by such intergovernmental organizations.
ومن ثم، فإن أي اشارة في هذا الاتفاق إلى التوقيع أو التصديق أو القبول أو الاقرار، أو إلى الاشعار بالتطبيق المؤقت، أو إلى الانضمام، تفسر، في حالة هذه المنظمات الحكومية الدولية، بأنها تتضمن اشارة إلى توقيع أو تصديق أو قبول أو اقرار هذه المنظمات الحكومية الدولية، أو إلى إشعار منها بالتطبيق المؤقت، أو إلى انضمامها.
