وإذ تعترف بالجهود التي تحققت حتى اﻵن، وبالتصميم الذي تبديه بلدان البحر اﻷبيض المتوسط على تكثيف عملية الحوار والتشاور بغية حل المشاكل القائمة في منطقة البحر اﻷبيض المتوسط، وإزالة أسباب التوتر وما ينجم عنها من تهديد للسلم واﻷمن،

The Assembly would recognize the indivisible character of security in the Mediterranean and the determination of the Mediterranean countries to intensify the process of dialogue and consultations, with a view to resolving the problems existing in the region, eliminating the causes of tension and fostering closer European-Mediterranean cooperation.
وتعترف الجمعية العامة بالطابع الذي لا يتجزأ لﻷمن في منطقة البحر اﻷبيض المتوسط، وبتصميم بلدان البحر اﻷبيض المتوسط على تكثيف عملية الحوار والتشاور بغية حل المشاكل القائمة في المنطقة، وإزالة أسباب التوتر وتعزيز توثيق التعاون بين أوروبا ومنطقة البحر اﻷبيض المتوسط.

وتعترف الجمعية في الديباجة أيضا بالطابع الذي لا يتجزأ لﻷمن في البحر اﻷبيض المتوسط، وبتصميم بلدان البحر اﻷبيض المتوسط على تكثيف عملية الحوار والتشاور بغية حل المشاكل القائمة في المنطقة، وإزالة أسباب التوتر، وتعزيز قيام تعاون أوروبي - شرق أوسطي أوثق.
