Paragraph 25 of the Doha Ministerial Declaration identified a number of elements to be studied by the WTO Working Group on the Interaction between Trade and Competition Policy in the period leading up to the Fifth Ministerial Conference, which would be held in Cancún, Mexico, in September 2003.
