As stated by the International Conference on Water and the Environment and in chapter 18 of Agenda 21, there has been an increasing recognition of the need to delegate the management of water resources to the lowest appropriate level.

Other major recent outputs of the Subcommittee include the publication of various regional water resources assessments in 1991, in connection with the implementation of the Mar del Plata Action Plan, the organization of the International Conference on Water and the Environment in 1992,4 and the above-mentioned Comprehensive Assessment of the Freshwater Resources of the World.

120. The International Conference on Water and the Environment, held in Dublin in 1992, and Agenda 21 demonstrate international acceptance of a broader and more complicated water agenda.

The International Conference on Water and the Environment, held at Dublin from 26 to 31 January 1992, emphasized the need to have reliable information on the condition and trend of a country's water resources - surface water, water in the unsaturated zone and groundwater, its quantity and quality.
٣٠ - وأكد المؤتمر الدولي المعني بالمياه والبيئة المعقود في دبلن في الفترة من ٢٦ إلى ٣١ كانون الثاني/يناير ١٩٩٢ على أنه تلزم معلومات موثوق بها عن حالة واتجاهات موارد البلد المائية - المياه السطحية، والمياه الموجودة في المنطقة غير المشبعة والمياه الجوفية، والكمية والنوعية.

4. The concept of water as a finite and vulnerable resource stands out as the very basis of the International Conference on Water and the Environment, held in Dublin, Ireland, in January 1992, and of chapter 18 of Agenda 21.
٤ - يبرز مفهوم المياه كمورد محدود معرض لﻷخطار باعتباره القاعدة اﻷساسية التي يقوم عليها المؤتمر الدولي المعني بالمياه والتنمية الذي عقد في دبلن بايرلندا في كانون الثاني/يناير ١٩٩٢، والفصل ١٨ من جدول أعمال القرن ٢١.

This possibility was already brought to the attention of the world community at the time of the United Nations Water Conference in 1977, and renewed notes of alarm were sounded at the International Conference on Water and the Environment and at the United Nations Conference on Environment and Development.
