2. This resolution commends the initiative by the Secretary-General to secure commitments from the Government of Iraq on compliance with its obligations under the relevant resolutions and endorses the memorandum of understanding signed by the Deputy Prime Minister of Iraq and the Secretary-General on 23 February 1998.
٢ - يشيد هذا القرار بالمبادرة التي قام بها اﻷمين العام للحصول على تعهدات من حكومة العراق بشأن الامتثال لالتزاماته بموجب القرارات ذات الصلة ويقر مذكرة التفاهم الموقعة بين نائب رئيس وزراء العراق واﻷمين العام في ٣٢ شباط/فبراير ١٩٩٨.

I should like to refer to the provisions laid down by the letters exchanged between the Government of the Republic of Iraq and the Secretary-General of the United Nations on 17 March 1991 governing the privileges, immunities and facilities to be accorded to the Executive Chairman, officials and experts of the Special Commission.

Condemns the decision by Iraq of 5 August 1998 to suspend cooperation with the Special Commission and the IAEA, which constitutes a totally unacceptable contravention of its obligations under resolutions 687 (1991), 707 (1991), 715 (1991), 1060 (1996), 1115 (1997) and 1154 (1998), and the Memorandum of Understanding signed by the Deputy Prime Minister of Iraq and the Secretary-General on 23 February 1998;

Security Council resolution 986 (1995) and the Memorandum of Understanding signed between Iraq and the Secretary-General of the United Nations on 20 May 1996 confirmed the exceptional and temporary nature of the oil-for-food programme which was intended to provide for the most urgent humanitarian needs of the Iraqi people who were subjected to collective punishment through the most vile regime of comprehensive sanctions in history.
