On 2 October 1996, France forswore the use of anti-personnel landmines, thereby becoming the first permanent member of the Security Council to follow such a rigorous doctrine.
وأود أن أذكﱢر بالمبادرات التي اتخذها بلدي، بدءا بنظره في عام ٣٩٩١ في اتفاقية عام ٠٨٩١ بشأن أسلحة تقليدية معينة وتنقيح بروتوكولها الثاني. وفي ٢ تشرين اﻷول/ أكتوبر ٦٩٩١، أعلنت فرنسا نبذها لاستخدام اﻷلغام البرية المضادة لﻷفراد على اﻹطلاق لتصبح بذلك أول عضـــو دائم في مجلس اﻷمن يتبع هذا المبدأ الصارم.

8. In view of the facts presented at the Review Conference, the current situation of the 1980 Convention and its Protocol II should be analysed carefully with a view to considering more effective measures to reduce the number of victims of anti-personnel landmines.
٨ - وإزاء هذه المقترحات المقدمة في المؤتمر الاستعراضي، يجب تحليل الحالة الراهنة لاتفاقية عام ١٩٨٠ وبروتوكولها الثاني بالدقة اللازمة، وذلك للنظر في أمر اتخاذ تدابير أكثر فعالية تساعد على الاقلال من عدد الضحايا الناجم عن اﻷلغام البرية المضادة لﻷفراد.
