While noting the State party's indication in its replies to the list of issues and questions that its authorities have started to cooperate more actively with nongovernmental organizations, the Committee is concerned that no NGO appears to have been consulted during the preparation or the finalization of the current State party's report.
27 - إن اللجنة إذ تلاحظ ما أشارت إليه الدولة الطرف في ردودها على قائمة القضايا والأسئلة بأن السلطات قد بدأت تتعاون بصورة أكثر إيجابية مع المنظمات غير الحكومية، فإنها تشعر بالقلق لأنه لا يبدو أنه تم التشاور مع أي من المنظمات غير الحكومية أثناء إعداد التقرير الحالي أو وضعه في صورته النهائية.

16. The Committee notes the information provided by the State party on its complaints system in its replies to the list of issues, but it remains concerned at the apparent failure to investigate promptly and impartially the numerous allegations of torture and ill-treatment and to prosecute alleged offenders.
16- تحيط اللجنة علماً بالمعلومات التي قدمتها الدولة الطرف في ردودها عن قائمة المسائل بخصوص نظامها في مجال تقديم الشكاوى، إلا أنها لا تزال قلقة إزاء عجز الدولة الطرف الظاهر عن إجراء تحقيقات سريعة ونزيهة في الادعاءات الكثيرة المتعلقة بأعمال التعذيب وسوء المعاملة، وعدم ملاحقة المجرمين المزعومين أمام القضاء.
