VII. Conclusions 128. Armenia's actions, both directly by the use of its own forces and agents and indirectly through the use of its subordinate local administration in the occupied Nagorno-Karabakh and other elements for which it bears international responsibility, has breached international law in seizing and continuing to occupy and otherwise control Nagorno-Karabakh and surrounding areas of Azerbaijan.
