31. Mr. TOMKA (Slovakia) said that the relationship between the framework convention and existing agreements should be governed by the principle that lex specialis took precedence over lex generalis. For that reason, Slovakia supported the proposal, submitted by Switzerland in its written observations (A/51/275), that a clause expressly safeguarding existing watercourse agreements should be inserted in the draft convention.
