On 17 December 2008, in consultations of the whole, the Council heard a briefing from the Special Envoy of the Secretary-General for the Lord's Resistance Army-affected areas, the former President of Mozambique, Joaquim Chissano.

Last year, the annual Ibrahim Index of African governance, produced by my foundation, showed that governance had improved in two-thirds of African countries. And if we look at politicians such as Joaquim Chissano, the former president of Mozambique, or Festus Mogae, the former president of Botswana, as well as men like Kofi Annan and Nelson Mandela, the high caliber of African leadership is obvious.

It is encouraging that Mozambique has returned to a state of normalcy following the signing, on 4 October 1992, of an agreement that made possible the initiation of United Nations operations there. At the political level, President Joaquim Chissano and the leader of RENAMO met on 23 August 1993, thus confirming their determination to put an end to the instability that their country has been experiencing for several decades.

In this context, I consider particularly important the dialogue that has started between the President of the Republic of Mozambique, Mr. Joaquim Chissano and the President of RENAMO, Mr. Afonso Dhlakama.

استمع المجلس، أثناء المشاورات التي أجراها في 17 كانون الأول/ديسمبر، إلى إحاطة قدمها المبعوث الخاص للأمين العام إلى المناطق المتضررة من جيش الرب للمقاومة، سعادة السيد جواكيم تشيسانو.

Noted with appreciation the efforts taken by His Excellency President Joaquim Chissano towards securing lasting peace in Mozambique, and urged all parties in the Mozambican conflict to continue the peace process and to cooperate with the United Nations in an effort to bring about lasting peace and spare the people of that country further intolerable suffering;

6. He recalled the African Union's commitment to the full decolonization of Western Sahara, which had been cemented during its 2014 summit, held in Malabo, by the appointment of former President Joaquim Chissano of Mozambique as African Union Special Envoy for Western Sahara.

Constructive cooperation with other African partners also continued to progress during the period, with President Ahmed Tejan Kabbah of Sierra Leone and President Joaquim Chissano of Mozambique visiting Guinea-Bissau in October and November respectively, and President Yalá travelling to the Libyan Arab Jamahiriya, Morocco, Guinea, Senegal and Togo in November, following a visit to the Gambia in September.

The United Nations continues to support Uganda's efforts to address this problem through dialogue and the efforts of my Special Envoy for the LRA-affected areas, Joaquim Chissano.
