Judge Kwon's career as a judge may seem somewhat peculiar in comparison with ordinary Republic of Korea judges who usually have no experience outside the judiciary: he worked as an Assistant Legal Adviser to the President of the Republic of Korea (1980-1984), as an important staff member in the Judicial Administration (1990-1992) and as an important staff member of the Constitutional Court of the Republic of Korea.
