Such has been the overwhelming and worldwide level of adverse publicity given to Dr. Karadzic and General Mladic that we are of the opinion that there will be scarcely a single individual outside the former Yugoslavia (other than those with Serb sympathies) whose mind has not already been poisoned into regarding them as " war criminals " .
