The then Government of President Mobutu and Prime Minister Kengo Wa Dondo only replied to this last communication, claiming " no knowledge " of such mercenaries, but protesting at the Special Rapporteur's lack of concern about the Ugandan, Ethiopian and Eritrean mercenaries who were fighting alongside the rebels.

In Kinshasa, I had a frank and constructive dialogue during my various meetings with Prime Minister Kengo Wa Dondo and other Government officials, including the Foreign Minister, the Minister of the Interior, the Minister of Defence and the two Vice-Presidents of the Transitional Parliament.

1. At the invitation of His Excellency Mr. Pierre Celestin Rwigema, Prime Minister of the Rwandese Republic, His Excellency Mr. Kengo Wa Dondo, Prime Minister of the Republic of Zaire, paid an official visit to the Rwandese Republic from 21 to 22 August 1996.
١ - بدعـوة من سعـادة بيير سيليستيــن رويجيمــا رئيس وزراء جمهورية رواندا، قام سعادة السيد كينغو وا دوندو رئيس وزراء جمهورية زائير بزيارة عمل لجمهورية رواندا يومي ٢١ و ٢٢ آب/أغسطس ١٩٩٦.

8. At the end of their visit, His Excellency Mr. Kengo Wa Dondo, Prime Minister of the Republic of Zaire, and the delegation accompanying him expressed their gratitude to the Rwandese Government for the warm and fraternal welcome extended to them upon their arrival in the " land of 1,000 hills " .

2. The Government of the Republic of Zaire notes with disappointment that this aggression is taking place after Prime Minister Kengo Wa Dondo's August visit to Kigali in order to seek a peaceful and lasting solution to the crisis in the Great Lakes region, through the unconditional repatriation of all Rwandan refugees in Zaire.
٢ - وتلاحظ حكومة جمهورية زائير بخيبة أمل أن هذه اﻷعمال العدوانية تمت بعد زيارة رئيس الوزراء كينغو وا دوندو لكيغالي، في شهر آب/أغسطس الماضي، في اطار البحث عن حل سلمي ودائم لﻷزمة التي تزعزع الاستقرار في منطقة البحيرات الكبرى بسبب إعادة جميع اللاجئين الروانديين في زائير إلى وطنهم بدون شروط.

Senate President Kengo Wa Dondo declared his opposition to any attempt to change article 220, which limits presidential terms, and called upon national stakeholders not to support any such amendment, since it could jeopardize national cohesion and peace.
وأعلن كينغو وا دوندو رئيس مجلس الشيوخ معارضته لأي محاولة لتغيير المادة 220، التي تحدد عدد الفترات الرئاسية، وأهاب بالجهات الوطنية المعنية ألا تؤيد إجراء أي تعديل من هذا القبيل، لأن ذلك يمكن أن يعرض الوئام والسلام الوطنيين للخطر.

The mission met with the President of the Senate, Léon Kengo Wa Dondo, and members of the Senate Bureau, as well as with the President of the National Assembly, Evariste Boshab, and representatives of political parties represented in the Parliament, including the parliamentary opposition.

On the occasion of the visit to Kigali by the Prime Minister of the Republic of Zaire, His Excellency Mr. Kengo Wa Dondo, the two Heads of Government reviewed the current situation in the Great Lakes region, particularly the situation in Burundi following the coup d'état perpetrated in that country on 25 July 1996.

It was not without justification that the joint Rwandan-Zairian communiqué issued on the occasion of the visit by the Zairian Prime Minister, Léon Kengo Wa Dondo, to Kigali in August 1996 emphasized the need to disarm the Rwandan ex-soldiers and militiamen who had taken refuge in Zaire.

1. At the invitation of H.E. Mr. Léon Kengo Wa Dondo, Prime Minister of the Republic of Zaire, H.E. Mr. Faustin Twagiramungu, Prime Minister of the Rwandese Republic, paid a working visit to the Republic of Zaire from 22 to 24 October 1994.

The electoral process, delayed by manoeuvrings of Mobutu's supporters and a lack of real commitment on the part of the political class (see the three annual reports), was dealt a death blow on 28 January, when Prime Minister Kengo Wa Dondo informed HCR-PT that, because of financial problems, neither a constitutional referendum nor elections would be held.

However, the State party, while referring to the Special Rapporteur's report on Zaire, submits that there seems to have been a change for the better since the appointment of Mr. Kengo Wa Dondo as Prime Minister on 14 June 1994.
