4.2 For the State party, the communication constitutes an abuse of the right of submission under article 3 of the Optional Protocol, as it was submitted three years after the adoption of the last decision at the domestic level.
4-2 وتؤكد الدولة الطرف أن البلاغ يمثل إساءة استعمال للحق في تقديم البلاغات بموجب المادة 3 من البروتوكول الاختياري، حيث إنه قُدّم بعد ثلاث سنوات من اعتماد القرار الأخير على الصعيد المحلي.
