10. Alternative development should be mainstreamed into a larger sociocultural and economic development context with emphasis on the need to address poverty, inadequate enforcement of the rule of law in some areas and other related social injustices, reflecting also the Millennium Development Goals, and as part of sustainable strategies for the control of illicit crops.
