We also reiterate that the primary reason for the Palestinian presence in Lebanon and other neighbouring States, including Syria, is the continued occupation by Israel of Palestinian territory and its refusal to implement United Nations resolutions, including General Assembly resolution 194 (III), which guarantees the Palestine refugees the right to return to the homes from which they were expelled by occupation forces.
كما نجدد التأكيد على أن السبب الرئيسي للتواجد الفلسطيني في لبنان وغيره من دول الجوار، ومنها سورية، هو استمرار احتلال إسرائيل للأراضي الفلسطينية ورفضها تنفيذ قرارات الشرعية الدولية ومن ضمنها القرار 194 (د-3) الذي يكفل حق العودة للاجئين إلى أراضيهم التي طردهم الاحتلال منها.

As for the report's statement regarding the existence of Palestinian bases along the Lebanese-Syrian border, we reiterate our affirmation that all such bases are within Lebanese territory, and therefore it is not possible for Syria to intervene in that matter, which is historically linked to the aforementioned reasons for the Palestinian presence in Lebanon and other neighbouring States, including Syria.
أما بالنسبة لما ذكره التقرير عن وجود مواقع فلسطينية على الحدود السورية اللبنانية فإننا نجدد التأكيد أن جميع هذه المواقع تقع ضمن الأراضي اللبنانية، وبالتالي فإن سورية لا يمكنها التدخل بهذا الأمر الذي يبقى مرتبطاً، من الناحية التاريخية، بأسباب التواجد الفلسطيني السالف ذكرها على الأراضي اللبنانية وغيرها من أراضي دول الجوار مثل سورية.

With respect to the Palestinian positions located along the Syrian-Lebanese border that are noted in the report, we reiterate that all those positions lie within Lebanese territory. Therefore, Syria cannot intervene in that matter, which is, from a historical perspective, linked to the ultimate causes of the Palestinian presence in Lebanon and other neighbouring States, including Syria.
وأما بالنسبة لما ذكره التقرير عن وجود مواقع فلسطينية تقع على الحدود السورية - اللبنانية، فإننا نجدد التأكيد على أن جميع هذه المواقع تقع ضمن الأراضي اللبنانية، وبالتالي فإن سورية لا يمكنها التدخل بهذا الأمر الذي يبقى مرتبطا، من الناحية التاريخية، بأسباب التواجد الفلسطيني أصلا على الأراضي اللبنانية وغيرها من أراضي دول الجوار مثل سورية.
