Consequently, the situation referred to by Rwanda is not one of the situations described in Article 33 of the Charter of the United Nations, which speaks of a dispute between parties which is " likely to endanger the maintenance of international peace and security " .
ولذلك فإن الحالة التي أشارت إليها رواندا ليست من الحالات التي ورد ذكرها في المادة ٣٣ من الميثاق والتي تتعلق بنزاع بين أطراف " من شأنه أن يعرض حفظ السلم واﻷمن الدولي للخطر " .

Article 33, paragraph 1, requires Member States to seek a solution by peaceful means to any dispute to which they might be party if that dispute is of such a nature that its continuance is likely to endanger the maintenance of international peace and security.
