In March 1994, the Secretary-General appointed Bengt Lindqvist (Sweden) Special Rapporteur on disability of the Commission for Social Development.

Mr. Lindqvist added that in the disability field, the Standard Rules were widely recognized and had proved to be useful in the development of national policies and legislation.

Mr. Lindqvist pointed out some differences and the complementarity between the Convention on the Rights of the Child and the Standard Rules on the Equalization of Opportunities for Persons with Disabilities (General Assembly resolution 48/96 of 20 December 1993). The Convention he saw as an important statement of principles protecting the rights of all children, including the disabled.

In August 1998 the Ministry of Health of the Government of Armenia organized an Interministerial International Conference on Childhood Disability (Yerevan, 17–18 August 1998) which brought together international specialists in the field, representatives of concerned international organizations, the Special Rapporteur on Disability of the Commission for Social Development, Mr. Bengt Lindqvist, and national specialists.

22. Mr. Lindqvist also observed that in the period since the adoption of Commission resolution 2000/51, the question of a special convention on the rights of persons with disabilities had been actively discussed by a number of non-governmental organizations in the disability field.
