Article 4 of the Stockholm Convention establishes a register for the purpose of identifying the Parties that have specific exemptions listed in Annex A or Annex B of the Convention.

1. The extension of a specific exemption for production of a chemical listed in Annex A or Annex B of the Convention may be granted by the Conference of the Parties to a State Party which requests such an extension pursuant to paragraphs 6 and 7 of Article 4 of the Convention if the following conditions have been met:
1 - قد يمنح مؤتمر الأطراف تمديداً لإعفاء محدد لإنتاج مادة كيميائية مدرجة في المرفق ألف أو المرفق باء للاتفاقية إلى دولة طرف تطلب تمديداً كهذا عملاً بالفقرتين 6 و7 من المادة 4 من الاتفاقية وذلك إذا ما استوفيت الشروط التالية:

The extension of a specific exemption for use of a chemical listed in Annex A or Annex B of the Convention may be granted by the Conference of the Parties to a State Party which requests such an extension of use pursuant to paragraphs 6 and 7 of Article 4 of the Convention if the following conditions have been met:
2 - قد يمنح مؤتمر الأطراف التمديد لإعفاء محدد لاستخدام لمادة كيميائية مدرجة في المرفق ألف أو المرفق باء من الاتفاقية إلى دولة طرف تطلب مثل هذا التمديد بشأن الاستخدام عملاً بالفقرتين 6 و7 من المادة 4 من الاتفاقية إذا ما استوفيت الشروط التالية:

Recalls that parties wishing to export chemicals listed in Annex A or B to the Convention to a State not party to the Convention must transmit to the Secretariat the certification from the importing State as required by paragraph 2 (b) (iii) of Article 3 of the Convention, using the certification template adopted for that purpose;
3 - يذكٍّر الأطراف الراغبة في تصدير المواد الكيميائية المدرجة في المرفقين ألف وباء من الاتفاقية إلى دولة غير طرف في الاتفاقية بأنّ عليها أن ترسل إلى الأمانة الشهادات المقدَّمة من الدولة المستورِدة عملاً بالفقرة 2 (ب) ' 3` من المادة 3 من الاتفاقية، وذلك باستخدام نموذج الشهادة المعتمد لهذا الغرض؛()

(a) Identification of stockpiles consisting of or containing chemicals listed in Annex A or Annex B; and
(أ) تحديد المخزونات التي تتكون من أو تحتوي على مواد كيميائية مدرجة بالمرفق ألف أو المرفق باء؛ و

9. No Party may have an exemption in effect at any time after 10 years after the phase-out date for a product or process listed in Annex A or B.
9 - لا يجوز لأي طرف التمتُّع فعلاً بإعفاء في أي وقت بعد مرور عشرة أعوام من تاريخ الإنهاء التدريجي لمـُنتَج مُدرَج أو عملية مُدرَجة في المرفق ألف أو المرفق باء.
