4. Recommends that, wherever possible, Governments should obtain early notification from operators of all proposed transactions of substances listed in table I of the 1988 Convention in order to check their legitimacy, and inform other countries and territories accordingly, in compliance with the provisions of that Convention;
٤ - يوصي بأن تحصل الحكومات، كلما أمكن، على إشعار مبكر من القائمين بالصناعات بجميع الصفقات المزمعة المتعلقة بالمواد المدرجة في الجدول اﻷول من اتفاقية ٨٨٩١ بغرض التأكد من شرعيتها، وبأن تبلغ البلدان واﻷقاليم اﻷخرى بذلك امتثالا ﻷحكام تلك الاتفاقية؛

4. Recommends that, wherever possible, Governments should obtain early notification from operators of all proposed transactions of substances listed in table I of the 1988 Convention in order to check their legitimacy, and inform other countries and territories accordingly, in compliance with the provisions of that Convention;
٤ - يوصي بأن تحصل الحكومات، كلما أمكن، على إشعار مبكر من المشغلين بجميع الصفقات المزمعة المتعلقة بالمواد المدرجة في الجدول اﻷول من اتفاقية ٨٨٩١ بغرض التأكد من شرعيتها، وبأن تبلغ البلدان واﻷقاليم اﻷخرى بذلك امتثالا ﻷحكام تلك الاتفاقية؛

(a) To improve, in particular by a system of licensing and inspection, the monitoring of the domestic manufacture and distribution of key precursors of amphetamine-type stimulants listed in table I of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988;
)أ( أن تقوم، خصوصا بواسطة نظام للترخيص والتفتيش، بتحسين إجراءات مراقبة الصنع والتوزيع المحليين للسلائف الرئيسية للمنشطات اﻷمفيتامينية المدرجة في الجدول اﻷول من اتفاقية اﻷمم المتحدة لمكافحة الاتجار غير المشروع بالمخدرات والمؤثرات العقلية لعام ١٩٨٨؛

8. Further urges Governments, subject to the provisions of national legislation on confidentiality and data protection, to inform the Board on a regular basis, upon request of the Board and in the form and manner provided for by it, of the quantities of substances listed in table I of the 1988 Convention that they have imported, exported or transshipped, and encourages them to estimate their annual licit needs;
٨ - يحث كذلك الحكومات، رهنا بأحكام التشريعات الوطنية المتعلقة بالسرية وحماية البيانات، على ابلاغ الهيئة بصورة منتظمة، بناء على طلب من الهيئة وبالشكل والنحو اللذين ترتئيهما، بالكميات التي استوردتها أو صدرتها أو أعادت شحنها من المواد المدرجة في الجدول اﻷول من اتفاقية ١٩٨٨، ويشجعها على تقدير احتياجاتها المشروعة السنوية من تلك المواد؛

Recognizing the important role of the Board in monitoring and facilitating implementation of the measures to strengthen international cooperation to prevent diversion of substances listed in table I of the 1988 Convention and used in the illicit manufacture of stimulants and other psychotropic substances, as detailed in its resolution 1995/20 of 24 July 1995,
وإذ يسلم بالدور المهم الذي تقوم به الهيئة الدولية لمراقبة المخدرات في رصد وتيسير تنفيذ التدابير الرامية إلى تعزيز التعاون الدولي لمنع تسريب المواد المدرجة في الجدول اﻷول من اتفاقية سنة ٨٨٩١ والمستعملة في الصنع غير المشروع للمنشطات والمؤثرات العقلية اﻷخرى، حسبما سرد بالتفصيل في قراره ٥٩٩١/٠٢ المؤرخ ٤٢ تموز/يوليه ٥٩٩١،

وإذ يسلم بالدور المهم الذي تقوم به الهيئة الدولية لمراقبة المخدرات في رصد وتيسير تنفيذ التدابير الرامية إلى تعزيز التعاون الدولي على منع تسريب المواد المدرجة في الجدول اﻷول من اتفاقية سنة ٨٨٩١، المستعملة في صنع المنشطات والمؤثرات العقلية اﻷخرى بطريقة غير مشروعة ، حسبما سرد بالتفصيل في قراره ٥٩٩١/٠٢ المؤرخ ٤٢ تموز/يوليه ٥٩٩١،

In that connection, individual States members of the European Union and the European Commission hoped soon to be in a position to implement appropriate measures to improve the monitoring of imports by invoking the 1988 Convention, article 12, paragraph 10, to ensure prior notification of imports of substances listed in table I of that Convention.

To clarify, the European Commission has proposed that the words “for all transactions involving the substances listed in Tables I and II of the 1988 Convention” should be replaced with the words “for all transactions involving the substances listed in table I and, to the extent possible, in Table II of the 1988 Convention”.
٩ - وعلى سبيل التوضيح ، تقترح اللجنة اﻷوروبية أن يستعاض عن العبارة " عن جميع المعاملات المتعلقة بالمواد المدرجة في الجدولين اﻷول والثاني من اتفاقية سنة ٨٨٩١ " بالعبارة " عن جميع المعاملات المتعلقة بالمواد المدرجة في الجدول اﻷول من اتفاقية سنة ٨٨٩١ " ، وبقدر الامكان عن المعاملات المتعلقة بالمواد المدرجة في الجدول الثاني .

(iv) The manufacture, transport or distribution of equipment, materials or of substances listed in table I and Table II of the annex to the 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances knowing that they are to be used in or for the illicit cultivation, production or manufacture of narcotic drugs or psychotropic substances;
' ٤ ' صنع أو نقل أو توزيع معدات أو مواد أو أشياء مدرجة في الجدول اﻷول والجدول الثاني من مرفق اتفاقية اﻷمم المتحدة لمكافحة الاتجار غير المشروع بالمخدرات والمؤثرات العقلية، مع العلم بأنها ستسخدم في، أو من أجل زراعة أو إنتاج أو تصنيع المخدرات أو المؤثرات العقلية بشكل غير مشروع؛

6. Urges Governments to exercise, as a matter of urgency, increased vigilance over the activities of brokers handling substances listed in table I of the 1988 Convention, in view of the special role that some of them play in the diversion of such substances, and to subject them to licensing or other effective control measures as necessary;
٦ - يحث الحكومات، كمسألة ملحة، على توخي مزيد من اليقظة في مراقبة أنشطة السماسرة الذين يتاجرون بمواد مدرجة في الجدول اﻷول من اتفاقية ١٩٨٨، نظرا لما يقوم به بعضهم من دور خاص في تحويل تلك المواد، وعلى اخضاع تلك اﻷنشطة للترخيص أو غير ذلك من التدابير الرقابية الفعالية، حسب الاقتضاء؛

The European Commission has noted that in paragraph 7 (a) (i) it is proposed to extend pre-export notification to transactions involving all the substances listed in table I and Table II of the 1988 Convention, a proposal that does not correspond to current legislation and practice of the European Commission.
٧ - لاحظت اللجنة اﻷوروبية أنه يقترح في الفقرة ٧ )أ( `١` توسيع نطاق الاشعار السابق للتصدير بحيث يشمل جميع المعاملات المتعلقة بالمواد المدرجة في الجدولين اﻷول والثاني من اتفاقية سنة ٨٨٩١ ، وأن هذا الاقتراح لا يتفق والتشريعات والممارسات الراهنة للجنة اﻷوروبية .
