3. Pursuant to paragraph 2 of Assembly resolution 52/223, the Secretary-General is required to report to the Committee and to the General Assembly all commitments made under the provisions of the resolution, together with circumstances relating thereto, and to submit supplementary estimates to the Assembly in respect of such commitments.

Regulation 10.5: The final budget for UNFPA's assistance to a project made under the provisions of Regulation 10.3 above shall remain available for the period of time required to discharge any outstanding legal obligation commitments of the project.

Regulation 2.11. Where, in the opinion of the Secretary-General, a proposed expenditure cannot be made from existing appropriation, it shall not be incurred until the General Assembly has made the necessary appropriation unless the Secretary-General certifies that the expenditure can be made under the provisions of the Assembly resolution relating to unforeseen and extraordinary expenses.
البند 2-11: لا يجوز الارتباط بنفقات مقترحة تتعذر في رأي الأمين العام تغطيتها من الاعتمادات الجارية إلا بعد أن تقر الجمعية العامة الاعتمادات اللازمة لها، وذلك ما لم يشهد الأمين العام بأنه يمكن تغطيتها وفقا لأحكام قرار الجمعية العامة المتعلق بالمصروفات غير المتوقعة وغير العادية.

20- فإذا رأى الأمين العام أنَّ من غير الممكن تدبير الإنفاق المقترح من اعتمادات قائمة لم يجز تحمل عبء هذا الإنفاق إلى أن تخصص الجمعية الاعتمادات اللازمة، ما لم يشهد الأمين العام بأنَّ من الممكن استيعابه في إطار أحكام قرار الجمعية المتعلق بالنفقات غير المتوقّعة وغير العادية.

Provided always that no order made under the provisions of this paragraph, except an order made in the interests of public security, shall apply to any person outside Brunei Darussalam at the time when such order is made and who is in possession of a valid residence or Re-entry Permit lawfully issued to him.
ويُشترط دائما ألا يسري أي أمر رسمي صادر بموجب أحكام هذه الفقرة، باستثناء أمر صادر لصالح الأمن العام، على أي شخص يكون خارج بروني دار السلام وقت إصدار هذا الأمر ولديه تصريح صالح، وصادر له بصورة قانونية، بالإقامة أو العودة.
