In General Comment 6 (16) on article 6, the Committee interpreted the right to life in a broad manner that requires States parties to take positive action, e.g. to reduce infant mortality, to increase life expectancy and to take measures to eliminate malnutrition and epidemics.

As the Human Rights Committee has elaborated, the right to life entails positive measures, for example to reduce infant mortality, increase life expectancy, and to eliminate malnutrition and epidemics.f Central to the enjoyment of this cluster of rights is the protection and assistance to be afforded to the family unit.

In interpreting the right to life under the International Covenant on Civil and Political Rights, (ICCPR), the Human Rights Committee (HRC) stressed that besides protecting against the active taking of life, the right also places a duty on States to ensure access to the means of survival and requires States to adopt positive measures, notably to reduce infant mortality, increase life expectancy and eliminate malnutrition and epidemics.

Africa, which has benefited from the sustained attention of the international community during this decade, is still, unfortunately, a continent ravaged by poverty, malnutrition and epidemics of all kinds on a large scale.
