The Meeting recognized the value and importance of the Sponsorship Programme for promoting universalization and strengthening the implementation of the Convention and its Protocols, enhancing the cooperation and exchange of information among the High Contracting Parties and States not yet party, and ensuring broader geographical representation at meetings of the Convention.

Further to requests made by delegations in the course of consultations with the Chairman, this paper provides an overview of some of the specific challenges and obstacles to developing international cooperation, assistance and exchange that have been identified by States Parties and international organizations in the course of meetings of the Convention and in other relevant settings.

1. By its decision 14/COP.1, the Conference of the Parties (COP), welcomed the excellent cooperation existing between the UNCCD secretariat and the secretariat of the Global Environment Facility (GEF), as well as the reciprocal representation in meetings of the Convention and those of the GEF.

The Conference of the Parties may wish to request the secretariat to adopt and maintain the lists of accredited observers which shall be invited to the meetings of the Convention, contained in annexes II and III to the present paper, which may be updated and revised from time to time as appropriate.

Lack of sustainable funding also prevents a large number of developing countries and countries with economies in transition that are Parties from attending the Conference of the Parties and the meetings of its subsidiary bodies, and the participation of the regional/coordinating centres in relevant meetings of the Convention.
