1. The 56 States (of which Albania is one) which are members of the Organization for Security and Cooperation in Europe (OSCE) have unanimously agreed upon a number of important confidence-building measures to increase security in the regional and subregional context.

47. The States members of the Organization for Security and Cooperation in Europe have echoed these principles by declaring, in the document of the 1991 Moscow Meeting of the Conference on the Human Dimension, that they:

We were surprised to see that the States members of the Organization for Security and Cooperation in Europe (OSCE), including the European Union members, voted in favour of the Azerbaijan amendment.

The 2011 Vienna Document on confidence- and security-building measures is the basis for cooperation among the States members of the Organization for Security and Cooperation in Europe in the implementation of confidence- and security-building measures in respect of their military forces, armaments, military activities and defence planning.

It is therefore a matter of regret to the European Union and, I believe, to the vast majority of the members of the Organization for Security and Cooperation in Europe (OSCE), that on this occasion and on a draft resolution that deals with an international organization with which the United Nations has established very considerable, effective and worthwhile cooperation, it has been necessary to call for a vote.
