On 21 July 1997, Equatorial Guinea deposited its instrument of ratification of the Convention, which will become effective on the State on 20 August 1997, thus increasing the total membership of the Authority to 135.

As at 10 July 1997, there were 116 States parties to the Convention, which were ipso facto members of the Authority, while a further 17 States and one entity were provisional members of the Authority following decisions of the Council made pursuant to the provisions of the Agreement, making the total membership of the Authority 134.
