In that connection, the General Assembly, in its resolution 49/180, had reaffirmed that it was the concern solely of peoples to determine methods and to establish institutions regarding the electoral process.
وفي ذلك الصدد، أكدت الجمعية العامة من جديد في قرارها ٤٩/١٨٠ أن تحديد اﻷساليب وإقامة المؤسسات فيما يتعلق بالعملية الانتخابية هو أمر يعني الشعوب وحدها.

2. Reaffirms that it is the concern solely of peoples to determine methods and to establish institutions regarding the electoral process, as well as to determine the ways for its implementation according to their constitution and national legislation, and that, consequently, States should establish the necessary mechanisms and means to guarantee full and effective popular participation in those processes;
٢ - تؤكد من جديد أن تحديد اﻷساليب وإقامة المؤسسات فيما يتعلق بالعملية الانتخابية، فضلا عن تحديد طرق تنفيذها وفقا لدساتير الشعوب وتشريعاتها الوطنية، أمر يعني تلك الشعوب وحدها، وأن على الدول بالتالي أن تنشئ اﻵليات والوسائل اللازمة لكفالة المشاركة الشعبية الكاملة والفعلية في تلك العمليات؛

٢ - تؤكد من جديد أن تحديد اﻷساليب وإقامة المؤسسات فيما يتعلق بالعملية الانتخابية، فضلا عن تحديد طرق تنفيذها وفقا لدساتير الشعوب وتشريعاتها الوطنية، أمر يعني تلك الشعوب وحدها، وأن على الدول بالتالي أن تنشئ اﻵليات والوسائل اللازمة لكفالة المشاركة الشعبية الكاملة والفعلية في تلك العمليات.

Reaffirms the right of peoples, without external interference, to determine methods and to establish institutions regarding the electoral processes and that, consequently, States should ensure, in accordance with their constitutions and national legislation, the necessary mechanism and means to facilitate full and effective popular participation in those processes;
٢ - تؤكد من جديد على حق الشعوب في القيام، دون تدخل خارجي، بتحديد اﻷساليب وإقامة المؤسسات فيما يتعلق بالعمليات الانتخابية، وعلى أنه ينبغي للدول، بالتالي، أن تكفل وفقا لدساتيرها وتشريعاتها الوطنية اﻵليات والوسائل اللازمة لتيسير المشاركة الشعبية الكاملة والفعلية في تلك العمليات؛
