As a result of the training session, a request was made for the Committee to promote the adoption of the Optional Protocol on Children in Armed Conflict, so as to raise the minimum age of recruitment into armed forces or involvement in armed conflict from 15 to 18 years.

6. The Committee notes with appreciation the reforms to raise the minimum age of recruitment into the army of the State party.

4. The Committee commends the State party on the promulgation of the Armed Forces Act (2007), which sets the minimum age of recruitment into the armed forces at 18 years and provides for penalties for child recruitment and other war crimes.
4- تشيد اللجنة باعتماد الدولة الطرف لقانون القوات المسلحة (2007) الذي يحدد السن الدنيا للتجنيد ﺑ 18 سنة ويتضمن عقوبات على تجنيد الأطفال وجرائم الحرب الأخرى.

In addition, responding to a recommendation addressed to it in the Vienna Declaration and Programme of Action, the Committee had requested the Secretary-General to transmit to the Commission on Human Rights, at its next session, the preliminary draft of an optional protocol, elaborated by the Committee, on the question of raising the minimum age of recruitment into armed forces.

The Chairman-Rapporteur recalled in that connection the request made by the World Conference on Human Rights to the Committee on the Rights of the Child, in paragraph 50 of the Vienna Declaration and Programme of Action, " to study the question of raising the minimum age of recruitment into armed forces " .
وأشار الرئيس - المقرر في هذا الصدد إلى طلب المؤتمر العالمي لحقوق اﻹنسان إلى لجنة حقوق الطفل، في الفقرة ٠٥ من إعلان وبرنامج عمل فيينا، " دراسة مسألة رفع الحد اﻷدنى لسن التجنيد في القوات المسلحة " .

11. Recalls the recommendation contained in the Vienna Declaration and Programme of Action (A/CONF.157/23) that the Committee study the question of raising the minimum age of recruitment into the armed forces;

Some delegations recalled the request which had been made by the World Conference on Human Rights to the Committee on the Rights of the Child " to study the question of raising the minimum age of recruitment into armed forces " (A/CONF.157/24 (Part I, chap. III, sect. II), para. 50).

At its fourth session, the Committee, taking note of the request addressed to it by the World Conference on Human Rights to study the question of raising the minimum age of recruitment into armed forces, requested the Secretary-General to transmit to the Commission on Human rights at its fiftieth session the preliminary draft optional protocol the Committee had prepared on this issue at its third session.
٥٥٩ - وفي الدورة الرابعة، وبعد أن أحاطت اللجنة علما بالطلب الموجه إليها من المؤتمر العالمي لحقوق اﻹنسان بدراسة مسألة رفع الحد اﻷدنى لسن التجنيد في القوات المسلحة، طلبت إلى اﻷمين العام أن يحيل إلى لجنة حقوق اﻹنسان في دورتها الخمسين المشروع اﻷولي للبروتوكول الاختياري الذي أعدته اللجنة بشأن هذه المسألة في دورتها الثالثة)٢٢(.

The national law N°01/PCE/CEDNACVG/91, adopted in January 1991, stipulates that the minimum age of recruitment into the Chadian National Army is 18 years of age and that the minimum age for conscription is 20 years of age.

19. The observer for UNICEF reiterated the well-known position of UNICEF, that of fully endorsing the proposal to raise to 18 the minimum age of recruitment into armed forces and of participation of children in hostilities.
19- وأعادت المراقبة عن اليونيسيف تأكيد موقف اليونيسيف المعهود، المتمثل في التأييد التام للمقترح الداعي إلى رفع الحد الأدنى لسن التجنيد في القوات المسلحة ومشاركة الأطفال في العمليات الحربية إلى 18 سنة.

17. While noting that the Armed Forces Act (2007) sets the minimum age of recruitment into its armed forces at 18 years and that the State party has issued directives in this regard, the Committee is concerned at reports of children being associated with the Sudan Armed Forces and with Government-backed militias.
17- تلاحظ اللجنة أن قانون القوات المسلحة يحدد السن الدنيا للتجنيد ﺑ 18 سنة وأن الدولة الطرف قد أصدرت توجيهات بهذا الشأن، لكنها تشعر بالقلق إزاء التقارير التي تفيد بانضمام أطفال للقوات المسلحة السودانية والمليشيات المدعومة من الحكومة.
