The Ministers' Deputies underlined, however, that notwithstanding the importance of these measures as a first step in the investigative process, they do not exhaust the obligation under article 2 (right to life) of the European Convention on Human Rights (ECHR).

On 13 and 14 September 2011, the Committee of Ministers' Deputies of the Council of Europe decided to classify under its enhanced procedure 33 individual cases concerning interference in property rights in the northern part of the island and/or respect for home.

As regards the lack of effective investigation into killings, the Ministers' Deputies took note at their September 2010 meeting that information is awaited as to whether investigations into the killings have been opened, and if so as to their results, as well as an action plan/action report in respect of all cases in the group.

In addition, on 16 January 2008, at the 1015th meeting of the Ministers' Deputies, the Committee of Ministers of the Council of Europe adopted its reply to Parliamentary Assembly Recommendation 1801 (2007), in which it recalled the Convention and affirmed that its entry into force would significantly contribute to combating the practice of enforced disappearances.

The Ministers' Deputies noted with great interest the exchange of views with members of the CMP, considered that it was crucial that the current work of the CMP should continue and underlined the need for the Committee to have access to all information and places relevant to missing persons.
ولاحظ نواب الوزراء باهتمام كبير تبادل وجهات النظر مع أعضاء اللجنة المعنية بالأشخاص المفقودين، واعتبروا أنه من الأهمية بمكان أن تواصل تلك اللجنة أعمالها الجارية، وشدّدوا على ضرورة حصول اللجنة على جميع المعلومات ووصولها إلى جميع الأماكن ذات الصلة بالمفقودين().

10. In the case of Cyprus v. Turkey concerning the question of missing persons, the Council of Europe Committee of Ministers' Deputies (CoE CMD) at its December 2009 session, took note with satisfaction of the information provided by the Turkish authorities on the progress of the work of the CMP and, in particular, on the measures taken to promote its acceleration.
10- وفي قضية قبرص ضد تركيا بشأن مسألة المفقودين، أحاطت لجنة نواب الوزراء في مجلس أوروبا علماً، مع الارتياح، في الدورة التي عقدتها في كانون الأول/ديسمبر 2009، بالمعلومات التي قدّمتها السلطات التركية بشأن التقدم المحرز في أعمال اللجنة المعنية بالأشخاص المفقودين، ولاسيّما بشأن التدابير المتخذة من أجل الإسراع في عملها.

The Ministers' Deputies expressed regret that this letter remained unanswered at the time of the meeting in December 2009 and instructed the CoE secretariat to prepare a draft interim resolution for the next examination of this case, unless the Turkish authorities have by then provided relevant information on the steps taken towards payment of the above-mentioned compensation.
