Article 1 provides that states " shall protect the existence and the national or ethnic, cultural, religious and linguistic identity of minorities within their respective territories " (emphasis added) and shall adopt appropriate legislative and other measures to achieve these ends.

This general purpose of minority rights is also laid down in a more comprehensive manner in the 1992 Minorities Declaration, whose article 1(1) provides that " States shall protect the existence of the national or ethnic, cultural, religious and linguistic identity of minorities within their respective territories and shall encourage conditions for the promotion of that identity. "

The Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities (General Assembly resolution 47/135, annex) has established that States " shall protect the existence and the national or ethnic, cultural, religious and linguistic identity of minorities within their respective territories and shall encourage conditions for the promotion of that identity " (art. 1, para. 1).
