Permission to speak on a motion falling within paragraphs 1 (a) - (d) shall be granted to the proponent and, in addition, to one speaker in favour of and two against the motion, after which it shall be immediately decided in accordance with the procedure set out in paragraph 3 of rule 35.
2 - يمنح الإذن بالتكلم بشأن اقتراح إجرائي يندرج ضمن الفقرات الفرعية (أ) إلى (د) من الفقرة 1 لمقدم الاقتراح الإجرائي، وإضافة إلى ذلك، لمتكلم واحد تأييداً للاقتراح الإجرائي ولاثنين من المتكلمين معارضةً للاقتراح الإجرائي ثم يتم فوراً البت في الاقتراح الإجرائي وفقاً للإجراء المبيَّن في الفقرة 3 من المادة 35.
