United Nations-imposed sanctions constitute an effective measure for determined action against the violators of international law.

Some delegations considered as commendable the proposal by the ad hoc expert group that, in some severe cases, the Secretary-General appoint a Special Representative to undertake, in collaboration with the Governments concerned, a full assessment of the consequences actually incurred by the specially affected countries as a result of carrying out the United Nations-imposed sanctions.

Reference was made to the work of the Informal Open-ended Working Group of the General Assembly on an Agenda for Peace, whose Sub-group on the question of United Nations-imposed sanctions had provisionally agreed upon a text on this question.7 That text was to constitute the reaction of the General Assembly to the Secretary-General's Supplement to an Agenda for Peace as regards the subject of sanctions.8
