14.13 In the Dakar/Ngor Declaration on Population, Family and Sustainable Development (1992), African Governments for the first time adopted quantitative demographic targets to be reached by countries of the region between 2000 and 2010 in terms of reducing annual population growth rate and mortality rates (infant, childhood and maternal) and increasing life expectancy and contraceptive prevalence rate.
