As regards the safety of nuclear power sources (NPS) in outer space, China takes a similar view to that contained in the Safety Framework for Nuclear Power Source Applications in Outer Space.

The view was expressed that Member States had agreed in the Vienna Declaration to advance scientific knowledge of space and protect the near and outer space environments through research on designs, safety measures and procedures associated with the use of NPS in outer space.
113- وأعرب أحد الوفود عن رأي مفاده أن الدول الأعضاء قد اتفقت في إعلان فيينا على تطوير المعارف العلمية المتعلقة بالفضاء وعلى حماية بيئتي الفضاء القريب والفضاء الخارجي من خلال إجراء بحوث بشأن التصاميم وتدابير الأمان والإجراءات المرتبطة باستخدام مصادر الطاقة النووية في الفضاء الخارجي.

Those delegations were of the view that Governments bore international responsibility for national activities involving the use of NPS in outer space conducted by governmental and non-governmental organizations and that such activities must be beneficial and not detrimental to humanity.
وذهبت تلك الوفود إلى أن الحكومات تتحمل مسؤولية دولية عن الأنشطة الوطنية التي تُستخدم فيها مصادر القدرة النووية في الفضاء الخارجي وتضطلع بها مؤسسات حكومية أو غير حكومية، وأنّ تلك الأنشطة يجب أن تكون مفيدة للبشرية

98- وأُبدي رأي مفاده أن من المهم الالتزام بمعايير الأمان بصرامة عند استخدام مصادر القدرة النووية في الفضاء الخارجي.

Some delegations were of the view that it would be necessary to develop a binding instrument on the basis of the safety framework in order to prevent irresponsible and indiscriminate use of NPS in outer space.
141- ورأت بعض الوفود ضرورة وضع صك ملزم استنادا إلى إطار الأمان، من أجل الحيلولة دون استخدام مصادر القدرة النووية في الفضاء الخارجي على نحو عشوائي وغير مسؤول.

The Committee noted that, in accordance with General Assembly resolution 61/111, the Scientific and Technical Subcommittee had continued its consideration of the item on the use of nuclear power sources (NPS) in outer space.
129- لاحظت اللجنة أن اللجنة الفرعية العلمية والتقنية قد واصلت النظر، عملا بقرار الجمعية العامة 61/111، في البند المتعلق باستخدام مصادر القدرة النووية في الفضاء الخارجي.

Some delegations were of the view that it was exclusively States, irrespective of their level of social, economic, scientific or technical development, that had an obligation to engage in regulatory activity associated with the use of NPS in outer space and that the matter concerned all of humanity.
81- ورأى بعض الوفود أن الانخراط في نشاط التنظيم الرقابي المقترن باستخدام مصادر القدرة النووية في الفضاء الخارجي هو واجب الدول وحدها، بصرف النظر عن المستوى الذي بلغته من التنمية الاجتماعية أو الاقتصادية أو العلمية أو التقنية، وأن هذه المسألة تهم الإنسانية جمعاء.

The view was expressed that the use of NPS in outer space should be as limited as possible and that comprehensive and transparent information on measures taken to ensure safety should be provided to other States.
145- وأُعرب عن رأي مفاده أن استخدام مصادر القدرة النووية في الفضاء الخارجي ينبغي أن يكون محدودا بقدر الإمكان، وأنه ينبغي تقديم معلومات شاملة وشفافة عن التدابير المتخذة لضمان السلامة إلى البلدان الأخرى.

148- وأعرب أحد الوفود عن رأي مفاده أن حلقات العمل التي ينظِّمها الفريق العامل تعزّز الأنشطة المتصلة باستخدام مصادر القدرة النووية في الفضاء الخارجي.

The view was expressed that the Principles Relevant to the Use of Nuclear Power Sources in Outer Space of 1992 (General Assembly resolution 47/68) had provided a solid international framework for the use of NPS in outer space over the past decade.
112- وأعرب عن رأي مفاده أن المبادئ المتصلة باستخدام مصادر القدرة النووية في الفضاء الخارجي لعام 1992 (قرار الجمعية العامة 47/68) قد وفرت إطارا دوليا متينا لاستخدام مصادر القدرة النووية في الفضاء الخارجي على مدى العقد الماضي.

The following technical presentation on the subject of the use of NPS in outer space was made to the Subcommittee: " Space nuclear power source technology development pathways for enabling future space exploration " , by the representative of the United States.
111- وقدّم ممثّل الولايات المتحدة أمام اللجنة الفرعية العرض التقني التالي حول موضوع استخدام مصادر الطاقة النووية في الفضاء الخارجي: " تطوير تكنولوجيا مصادر الطاقة النووية الفضائية: مسارات لتيسير استكشاف الفضاء في المستقبل " .
