43 - وإذ نذكِّر بأن ديباجة المعاهدة تشير إلى وجوب إزالة الأسلحة النووية ووسائل إيصالها من الترسانات الوطنية، فإن مسألة انتشار الأسلحة النووية يجب أن تعالج بالاقتران مع مسألة انتشار وسائل إيصالها.

(vi) All appropriate measures consistent with international law aimed at preventing terrorists from acquiring nuclear weapons and the means to manufacture such weapons as well as other weapons of mass destruction, including the physical protection of nuclear material and facilities, should be strengthened;

44 - استنادا إلى أن ديباجة المعاهدة تشير إلى وجوب أن تُزال من الترسانات الوطنية الأسلحة النووية ووسائل إيصالها، فإن مسألة انتشار الأسلحة النووية ينبغي معالجتها بالاقتران مع مسألة انتشار وسائل إيصالها.

5. The NPT's preamble calls on nuclear weapons states " to facilitate the cessation of the manufacture of nuclear weapons, the liquidation of all their existing stockpiles, and the elimination from national arsenals of nuclear weapons and the means of their delivery. "
5- وتدعو ديباجة معاهدة عدم الانتشار الدول الحائزة لأسلحة نووية إلى " تسهيل وقف صنع الأسلحة النووية، وتصفية جميع مخزوناتها منها، وإزالة الأسلحة النووية ووسائل إيصالها من اعتدتها القومية " .

كما يُعرب في الفقرة 12 من ديباجة معاهدة عدم الانتشار عن الرغبة في زيادة تخفيف التوتر الدولي وزيادة توطيد الثقة بين الدول " تسهيلاً لوقف صنع الأسلحة النووية ولتصفية جميع مخزوناتها الموجودة ولإزالة الأسلحة النووية ووسائل إيصالها من أعتدتها النووية " .

As the preamble to the Nuclear Non-Proliferation Treaty makes clear, all States party to the Treaty should work towards " the easing of international tension and the strengthening of trust between States in order to facilitate the cessation of the manufacture of nuclear weapons, the elimination of all their existing stockpiles, and the elimination from national arsenals of nuclear weapons and the means of their delivery ... " .
وكما تنص بوضوح ديباجة معاهدة عدم انتشار الأسلحة النووية، ينبغي أن تعمل كافة الدول الأطراف في المعاهدة من أجل " تخفيف التوتر الدولي وزيادة توطيد الثقة بين الدول، تسهيلاً لوقف صنع الأسلحة النووية، ولتصفية جميع مخزوناتها الموجودة، ولإزالة الأسلحة النووية ووسائل إيصالها من أعتدتها القومية ... " .
