It also expresses thanks for the continued efforts made by States to provide humanitarian assistance and technical cooperation to the people of Haiti and for the contribution of the United Nations Mission in Haiti (UNMIH) and of the International Civilian Mission to Haiti (MICIVIH) in the establishment of a climate of freedom and tolerance propitious to the full observance of human rights and the restoration of constitutional democracy.

In its resolution 47/20 B of 23 April 1993, the Assembly had assigned to the Mission the initial task of verifying compliance with Haiti's international human rights obligations, with a view to making recommendations thereon, in order to assist in the establishment of a climate of freedom and tolerance propitious to the re-establishment of democracy in Haiti.
وكان القرار ٤٧/٢٠ باء المؤرخ ٢٣ نيسان/أبريل ١٩٩٣ قد نص على أن المهمة اﻷولى للبعثة الموفدة الى هايتي هي التحقق من امتثال هايتي لالتزاماتها الدولية في مجال حقوق اﻹنسان توطئة لتقديم توصيات في هذا الصدد بغية المساعدة في إقرار مناخ من الحرية والتسامح موات ﻹعادة الديمقراطية الى هايتي.

6. In order to contribute to the strengthening of democratic institutions and further the establishment of a climate of freedom and tolerance propitious to the consolidation of long-term democracy in Haiti, MICIVIH carries out three major tasks, namely, technical assistance (institution-building, technical cooperation and local capacity-building); human rights promotion and civic education; and monitoring of the human rights situation.
٦ - من أجل اﻹسهام في تقوية المؤسسات الديمقراطية وتعزيز إنشاء مناخ من الحرية والتسامح ملائم لتعزيز الديمقراطية في هايتي على المدى البعيد، تؤدي البعثة المدنية الدولية مهام ثلاث، وهي تقديم المساعدة التقنية )بناء المؤسسات، والتعاون التقني، وبناء القدرات على الصعيد المحلي(؛ وتعزيز حقوق اﻹنسان والتربية الوطنية؛ ورصد حالة حقوق اﻹنسان.
