3. In recent decades, the countries of the Arab Group had taken individual and collective initiatives aimed at the establishment of a nuclear-weapon-free zone in the region. All their efforts had been ineffectual in the face of Israel's intransigence and that of certain Powers, which had lent Israel their support and had given it political cover in the international arena.
