7. The Legal and Technical Commission may recommend approval of a plan of work if it determines that such approval would not permit a State Party or entities sponsored by it to monopolize the conduct of activities in the Area with regard to polymetallic nodules or to preclude other States Parties from activities in the Area with regard to polymetallic nodules.
7 - يجوز للجنة القانونية والتقنية أن توصي بالموافقة على خطة من خطط العمل إذا رأت أنّ هذه الموافقة لا تجعل دولة من الدول الأطراف، أو من ترعاه هذه الدولة من الكيانات، يحتكر مزاولة الأنشطة المتعلقة بالعقيدات المؤلّفة من عدة معادن في المنطقة أو يُقصي دولا أطرافا أخرى من مزاولة هذه الأنشطة.

1. The application for approval of a plan of work for exploration is approved by the Council, which is reflected in an official document published in all languages of the Authority.

5. Decides that, for a period of five years from the date of this decision or until further review by the Legal and Technical Commission or the Council, no application for approval of a plan of work for exploration or exploitation should be granted in the areas of particular environmental interest referred to in paragraph 1;
