153. The Committee deplores that, under Decree-Law No. 25564, children between 15 and 18 years of age who are suspected of being involved in terrorist activities do not benefit from safeguards and guarantees afforded by the system of administration of juvenile justice under normal circumstances.

The Committee recommends that the State party undertake a comprehensive reform of the system of administration of juvenile justice and that this reform be guided by the principles and provisions of the Convention as well as other relevant international standards such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.
٣٣٩ - وتوصي اللجنة بأن تشرع الدولة الطرف في إصلاح شامل لنظام ادارة قضاء اﻷحداث وبأن يهتدي هذا اﻹصلاح بمبادئ وأحكام الاتفاقية باﻹضافة إلى سائر المعايير الدولية ذات الصلة مثل قواعد بيجينغ، ومبادئ الرياض التوجيهية، وقواعد اﻷمم المتحدة بشأن حماية اﻷحداث المجردين من حريتهم.
