The view was expressed that the principle of non-discrimination applied only in relation to the expulsion proceedings and was without prejudice to the discretion of States in controlling admission to their territories and in establishing grounds for the expulsion of aliens under immigration law.
وجاء في رأي أن مبدأ عدم التمييز لا ينطبق إلا فيما يتعلق بإجراءات الطرد وأنه لا يمس السلطة التقديرية التي تتمتع بها الدول في مراقبة السماح بدخول أراضيها ووضع مسوغات طرد الأجانب في إطار قوانين الهجرة.

200. The Human Rights Committee has recognized the full rights of non-citizens under the Covenant in its General Comment 15 on the position of aliens under the Covenant.
