4. Urges Member States, in appropriate cases and in accordance with their national laws, to fulfil their obligation to conduct joint investigations of transnational criminal groups involved in the production of and trafficking in illicit drugs, in accordance with applicable bilateral and multilateral agreements.
4- تحثّ الدول الأعضاء على الوفاء، في الحالات المناسبة ووفقا لقوانينها الوطنية، بالتزامها بإجراء تحريات مشتركة، وفقا للاتفاقات الثنائية والمتعددة الأطراف المنطبقة، حول الجماعات الإجرامية عبر الوطنية المتورطة في إنتاج المخدرات غير المشروعة والاتجار بها.

3. Urges the continued and strengthened commitment of Member States to multi-jurisdictional law enforcement investigations targeting transnational criminal syndicates involved in the manufacture of and trafficking in illicit drugs.
3- تحثّ الدول الأعضاء على مواصلة وتعزيز التزامها بإجراء تحقيقات في مجال إنفاذ القانون تشمل ولايات قضائية متعدّدة وتستهدف العصابات الإجرامية عبر الوطنية المتورّطة في صنع المخدرات غير المشروعة والاتجار بها.

All speakers gave supplementary information to that provided in the national reports submitted to the Subcommission, including additional statistics on drug seizures, the prosecution of drug offenders and other measures implemented to fight the production of and trafficking in illicit drugs.

١ - تطلب الى برنامج اﻷمم المتحدة للمراقبة الدولية للمخدرات ، أن يولي ، عند تنفيذ برنامج تقدير مدى تعاطي المخدرات على الصعيد العالمي ، اهتماما خاصا لمسألة تعاطي المخدرات غير المشروعة والاتجار بها خلال النزاعات ، بهدف تحديد مدى حاجة الجنود والسكان ، ولاسيما اﻷطفال ضحايا تعاطي المخدرات ، الى المساعدة ؛

28. Mr. von Kaufman (Canada), speaking also on behalf of Australia and New Zealand, said that the three countries remained deeply concerned about the impact of the abuse of and trafficking in illicit drugs on their citizens and societies, as well as on the political stability of source countries and some transit countries, which were affected by increasing violence and trafficking in firearms.
٢٨ - السيد فون كوفمان )كندا(: تكلم أيضا نيابة عن أستراليا ونيوزيلندا، فقال إن البلدان الثلاثة لا تزال قلقة إزاء تأثير إساءة استعمال المخدرات غير المشروعة والاتجار بها على اﻷفراد والمجتمعات، وكذلك على الاستقرار السياسي للبلدان المنتجة ولبعض بلدان العبور التي تشهد ازديادا في العنف وتهريب اﻷسلحة النارية.

It was noted with concern that the report of the Office entitled " Afghanistan: Opium Survey 2004 " showed that the cultivation of opium poppy in Afghanistan had increased to an unprecedented level and stressed that threats to the security and stability of that country, neighbouring regions and the entire world had emanated from the increased illicit cultivation of opium poppy and production of and trafficking in illicit drugs.
