To that end, the Commission had been holding public hearings since April 1996 with victims of and witnesses to human rights violations and, since October 1996, with those allegedly responsible for such violations.

49. At its 1st meeting, on 28 October 2013, the Working Group considered agenda item 2, on assistance, good practices and the comparison of national legislation in the area of identifying and protecting victims of and witnesses to organized crime.

15. The Committee is concerned about reports that victims of, and witnesses to torture and ill-treatment do not file complaints with the authorities for fear of reprisals and lack of adequate follow-up.
