At the Forum of Asian Ministers of Transport of the Economic and Social Commission for Asia and the Pacific held in Bangkok in December 2009, the Chairman of the Institute apprised the participants of a number of initiatives to reduce poverty through improved rural transport and logistics, including nonmotorized transport.

The Asian landlocked developing countries were urged to take the actions necessary to sign the intergovernmental agreement on dry ports, which had been expected to be adopted by ESCAP at its sixty-ninth session and opened for signature at the second session of the Forum of Asian Ministers of Transport.

The Agreement was subsequently signed by 14 countries at the second session of the Forum of Asian Ministers of Transport, held in November 2013, with Thailand being the first party to ratify the Agreement.
