70. The sustainability of capacity-building activities in developing countries remains a major source of concern due to lack of adequate funding and political commitment.

The COP, at its ninth session, outlined the necessary steps to complete the review of the implementation of the framework annexed to decision 2/CP.7. It requested the secretariat to prepare a paper, with technical appendices, on the range and effectiveness of capacity-building activities in developing countries aimed at implementing decision 2/CP.7.
